I have an "event response" campaign that used a music video to familiarize cold traffic with my artist which ends today. Will FB let me divert audiences from one campaign-type to another? I'd like to retarget the people who watched 50% or more of the video but didn't "like" on the page or post. I'd like to follow up and retarget when the event (concert) ad ends today and try to get the unknowns with large viewing time to "like" the page, or possibly show them a new "video campaign". I've invited everyone who commented or "liked" a post to "like" the page, but don't know how to reach the unknowns and convert them to a different style campaign. I would appreciate any help cross-promoting.

Great question...
What you can do is go into ad manager >>> audiences >>> and create an audience of people that watched at least 50% of the video. You'll find this under engagement options. You just need to make sure you hit the minimum requirement for audience size.
Then you can create an add that targets that audience but excludes people who like your page. Let me know if you're not clear on any of that.
