Kat, the ad is called a "Call to Action Overlay." It is sort of like an annotation, but unlike annotations you can link to 3rd party websites (like your squeeze page.)
To get access to the overlay creator you first have to set up an ad to the video in Adwords. Once you have done that the Call to Action Overlay creator will appear as a tab in your video editor. The good thing is that there is no minimum traffic or ad spend required to get access to the overlays. That means that if you don't really want to pay for traffic all you have to do is set up the ad so that your per click bid price is so low that no ads will be triggered.
