It's a pretty cool tool that allows you to search for people in a specific area that are tweeting about a specific keyword. You could then either follow them or even send a direct DM. Fairly handy if you are looking for, say, fans of Bob Dylan that live in San Diego.... Or whatever. You can even add positive and negative attributes to the search to find people who love, or hate something. That opens up a lot of opportunities for creative marketing. especially if you market to people who dislike something.

Well that certainly clears things up. I kept wondering what people were talking about searching for people based on their location and interests. I couldn't figure out what they were talking about. Thanks!
