I have recently had a few of my friends and family take a look at my squeeze page to give feedback. I am noticing that most of them say, "Why isn't the download sign up form closer to the top of the page?".
Is there any reason that the download form needs to be at the bottom of the page (on mobile) as opposed to being directly under your USP or photo on the squeeze page?

Yes, it is like that by design. It is at the bottom of the page because that is where the offer ends. Asking for the sign up before you finish the pitch is like putting your hand out before you've finished a job.
I also have tested the pages with this layout extensively and regularly get over 40% on my own projects with the theme as it is, and about 90% of my traffic is coming from mobile. So there is nothing to indicate that the placement is causing any issues.
You're not the first person to ask though, and I suspect that when you, or your friends and family look at the page, they see it as someone who is familiar with you and wants to get right to the chance.
But a total stranger is reading, and thinking, and deciding if this is something they want or not. They are not gong to stop reading just because you ask for their email right away. In fact, they may get turned off because it will become clear what the proposition is all about, before you have enticed them with your offer and overcome their resistance.
